Community Preparedness
Being prepared starts at home and in our neighborhoods. C3PH develops and regularly updates regional emergency response plans that address real risks facing Carroll County — from winter weather events to public health incidents. We coordinate with hospitals, local health officers, emergency management directors, and community organizations to make sure everyone knows their role when it counts.
Regional Partner Engagement
No single organization can handle a public health emergency alone. C3PH convenes a multidisciplinary planning committee that brings together hospitals, long-term care facilities, pharmacies, behavioral health providers, schools, fire and police departments, emergency medical services, and local emergency management directors. We meet regularly to share information, align plans, and strengthen our collective capacity to respond.
Community Training and Awareness
Prepared communities are made up of prepared individuals. C3PH offers several training opportunities, many of which are no-cost, throughout the year, including:
- Family, individual, and pet emergency preparedness
- Stop the Bleed — hands-on bleeding control training
- CPR and First Aid certification
We also promote enrollment in NH Alerts, the state’s emergency notification system, so residents receive timely warnings and updates.
Response Readiness
C3PH maintains the capacity to respond to a wide range of public health emergencies, including disease outbreaks, natural disasters, and other community health crises. We work with regional partners and the NH Bureau of Emergency Preparedness, Response, and Recovery to ensure that plans, supplies, and trained personnel are in place and ready to be activated on short notice.
Training and Exercises
Preparedness plans only work if people know how to carry them out. C3PH conducts regular trainings and simulated emergency exercises with community partners and volunteers. These drills — which can range from tabletop exercises to full-scale practice events — help identify gaps, build confidence, and ensure everyone is ready to act when it matters most. After each exercise, we review what worked and what can be improved.
Response Capacity
When a public health emergency requires community-wide action, C3PH has the infrastructure to help. We operate Points of Dispensing (PODs) — organized sites where medications, vaccines, or other medical countermeasures can be distributed to large numbers of people quickly and safely. We maintain agreements with healthcare facilities, schools, pharmacies, and first responders across Carroll County to ensure these services can reach everyone, including people who are homebound or have difficulty traveling.
Emergency Health Operations
For prolonged or large-scale emergencies, C3PH supports the activation of specialized response sites, including Neighborhood Emergency Health Centers (NEHCs) and Alternate Health Systems (AHS). These sites expand healthcare capacity in the community when hospitals and clinics are stretched beyond normal limits. We also maintain emergency supply trailers and a regional inventory of medical and operational equipment that can be deployed quickly to wherever they are needed.
Volunteer Recruitment and Management
Our preparedness work depends on a trained, dedicated network of community volunteers. C3PH recruits and manages Medical Reserve Corps (MRC) and Community Emergency Response Team (CERT) volunteers who are ready to support emergency operations at a moment’s notice. Volunteers receive regular training, participate in exercises, and are supported before, during, and after any deployment. We are always looking for people who want to make a difference in their community.
